hello i am 26 yo i am from lebanon but now i live in germany as a masters student. i have bachelor of sciences degree from lebanon and i have 6 years work experience in an IT company in lebanon.
I have a visitor visa multiple entry to canada and it is valid for 4 years.
do i have a chance to be accepted for an open work permit?
on the cic website they say that u can apply for an open work permit if you have a valid temporary visa and i have it.

No - you don't have a chance at an open work permit. You need to read the rules more closely.
You hold a valid Temporary Resident VISA .
In order to qualify for an open work permit you need to hold a valid Temporary Resident PERMIT .
You don't qualify for a Temporary Resident Permit - which means you also don't qualify for an open work permit.

A temporary resident permit is a special permit that grants entry to Canada to people who are otherwise inadmissible to Canada (typically due to a crime).
You already have a TRV and are admissible to Canada - so you don't qualify for a TRP.
