Do empty accounts look bad on a visitor visa application?

Hello!

My girlfriend is applying to change her working holiday visa to a visitor visa and on her proof of financial support letter she has all of her money in her savings account and the two checking accounts and one rsp are empty. So on the letter there are four accounts that show 0, 0, 14,000, and then zero again. Would this look bad or suspicious on an application? Is it better if its spread out throughout all accounts?

No difference. Not a good idea to start moving around funds, raises more questions.
