I was Divorced in India couple of years ago. To attach the divorce supporting documents in my application I have the following:
Final Divorce decree in English(photocopy)
Final Divorce Judgement in English (photocopy)
Divorce Petition in Gujarati (photcopy)
Translated copy of Divorce petition from Gujarati to English from Notary public in India (it has the statement on it : This is true and Correct translation of the original document from Gujarati to English) and Notary Govt of India stamp on it.

I am sure all above should be sufficient. Translation usually is a problem which you did already. Any children from that marriage? If yes then custody should have been written in the Judgement. Otherwise all OK

Did it work? My wife did exactly the same procedure as you did but few days ago we received email from CIC stating that we need "Court issued divorce certificate".
We spoke with so many lawyers in India and all said there is no such thing as divorce certificate in India.
Please let me know what happened in your case. I advise it to get it apostilled.

I would say that they misspoke, they likely meant the divorce decree.
Here's what the website says is needed for India:
For divorces obtained in this country, please submit copies of a complete divorce petition, a judgment and a final divorce decree.
If you included this, you can certainly respond (wiht a copy of the divorce decree) saying that per IRCC's own website, the correct document is the divorce decree, is this what they were looking for?
[Can't hurt to attach all three of the documents referred to actually]
