I have done Electrical Engineering (BE) but and do not have practical knowledge and I want to go to Canada ,but I have found only project management etc courses which are post graduate diploma.But I want to Electrical technician course which is post secondary diploma.I got 6.5 bands in ielts.
Can I choose Post secondary diploma,will I get visa?
If so ,when I will apply for PR ,my BE degree which is from India will calculated or not with diploma?
Honestly, your post secondary diploma won't be seen as a logical progression by the VO after a BE. you have to continue search for a course that best relates to E.E and when you get there you can switch to the course of your choice
After a BE, its best to either do a Masters or a PGD
Also have a similar problem. I have a double degree from Kenya with little practical knowledge. What about being a technologist?

You can go for a different higher degree like a Masters or a PGD/C.
