Didn't meet PR Status, but want to come back to Canada

We received our PR in 2012 and completed landing procedures immediately and stayed few days and returned back to the USA. We got our PR cards in Jan 2013 and expired by Jan 2018.

I am in the USA on H1B visa and due uncertainty here, I later realize this place no for skilled immigrants and decided to go to Canada. Since our PR cards expired by Jan 2018 and there is no chance to enter into Canada, but how can we re-initiated/re-gain our PR status come back to Canada live and work there permanently.

Although your PR card expired and you didn't meet the residency obligation, you are still a PR until your status is officially revoked by IRCC.

You need to first apply to voluntarily renounce your PR status then reapply for PR from scratch.
