My husband didn't declare his marriage (it happened after he received his PR). The immigration officer has issued us a PFL in which he said I, P.A., (sponsor's spouse) might not fall under the family class. He said before he makes a final decision he wants us to submit a new PCC, Schedule A, 5562 and 5707. We submitted everything last month along with a declaration explaining what caused this mistake still there's no update. I am scared he will reject my file. Please tell me what could be his decision. Will he approve my file or not? We are done with medical and biometrics.

I'll add to my post above. It sounds like your marriage may have taken place before your husband traveled to Canada and officially became a permanent resident. If that is the case, then you should be expecting the application to be refused.
It can take several months to hear back from IRCC after submitting a response to a PFL.

If he got married after he got PPR or emailed COPR and before he physically landed in Canada to receive his PR, then the officer is correct. You are NOT under family class because he landed single. He didn't add you to his PR application. He should have added you and both of you would have gotten the PR together. You may want to look into qualifying to apply PR yourself.

We are already at 16 months right now. How long before he finally makes a decision? Also, if he had to refuse it why would he ask for new pcc and family info forms?

He didn't add you to his PR application. He should have added you and both of you would have gotten the PR together. You may want to look into qualifying to apply PR yourself.

Not sure what that is. I remember answering No to a qs that asked something like "do you want to continue your pr if you're not eligible for sponsorship. "
He cannot "become PR" until he landed. Landing day/soft landing day is the date when he became PR. (if that question was asked, e.g. to calculate his RO) So I think your answer is AFTER became PR.
