If one has applied but has not yet received their study permit -- should they apply for their spouse SOWP or only after they have received their study permit?

You should have applied together. The SOWP is another monster and takes longer to be approved depending on where you are applying from.

I applied together for me and my spouse. Both pending and were updating at same time

@RumezaJ ! Because applicant already applied for their study permit -- can they apply for their spouse's open work permit -- or they would need to start from the very beginning?

SOWP to given on the basis of an approved study permit. Even if you applied together, they would process your eligibility first and if met, they will look at your spouse's application.
How do you expect to apply for SOWP when you don't yet have SP? the open work permit is to allow the spouse be with an approved student, but you are not one - yet.

1000% they would first need to approve your study permit before -- but my question is whether or not to apply together or to wait until receiving Study Permit and only then to apply for the SOWP...

Your initial post insinuated that you have already applied. If you haven't, then it's better to apply together with your accompanying family members.
