Did not study with study permit before, can I apply again for Study permit

Hi, I have applied and granted study permit before for 2 years. I was in Canada but did not study as I was received visa after the enrollment date and they did not let me in the course. I have applied so many Universities for Summer session but was refused. Again applied to a college in the next year and received admission. Again I did not study there and backed home after 2 years. Stayed and worked in the back home 2 years and I have admission again. Will I be able to get a study permit again if I apply?

Yes, on campus where I was issued the work permit. Thanks for your kind attention
