Anyone here initially applied for PNP, then, withdrawn and went forward with just EE?

I'm in a unique situation - I want to wait until sept 2022 to decide whether I should be moving outside of a province for a job or not. My plan is to apply for PNP which takes around 3 months and by the time, if EE draws happens - I will withdraw the PNP nomination.

Will they suspect me as misrepresentation if i decline/withdraw the PNP nomination and moved to a different city?
