My Now Adult son April14 2018 will be 27yrs old, BORN IN CANADA 1991 When I As BRITISH citizen was living working in CANADA- I returned to UK 1994...NOW 2018 my son He serving HMP sentence from 2015 prior to he since 2005,2009,2011 December various charges Aggravated Assault 2014 conviction was attempted murder, MY son says CANADIAN wrote to him NOW he alleges he can apply for CANADIAN PASSPORT?? I’m NOT involved he’s convinced his aunt Childress working&living 10yrs  A BRITISH PASSPORT HOLDER in USA she seems to have applied to CANADA on my adult sons behalf... what is the Canadian migration views on young adult BORN in Canada left as a baby Who 28 yrs later requests Canadian passport??? I’m flabbergasted yet intrigued As his Only surviving parent, please can Anyone help me??

THANKS BUT I'm concerned that my USA sister asked me to get a letter from quote "uk based Canadian whom can verify that person knows my son least last 2years" NOW PROBLEM I HAVE I Cannot provide that As my son never wrote to anyone I know as such and verification is vital PLEASE can I apply to Return to Canada under any schemes Under professional classes

Your posts are difficult to understand and it's not clear what your actual question is. Suggest you write in full sentences and avoid all caps (this is considered to be rude and yelling). Are you asking about your son's citizenship / passport application - or are you more concerned with returning to Canada yourself?
I wouldn't worry about your son's passport application. He is entitled to a Canadian passport as a Canadian citizen. Sooner or later I'm sure he'll figure out a way to complete the paperwork to obtain his passport. 
If you want to immigrate to Canada yourself and become a permanent resident, you will need to spend time researching Canada's immigration programs to determine what it takes to qualify and apply. You can find detailed information here:

Are you talking about finding a guarantor for your son?
Your son was born in Canada, and so long you were not a diplomat when you were in Canada, then he is a Canadian citizen by virtue of being born in Canada, and as scylla said, he can apply for a Canadian passport.
However, he would need a guarantor, and I understand it would be hard to find somebody with a Canadian passport (not just a citizen) who has known him for two years.
If he can't find a guarantor, then he can sign a waiver, and check the following link for more info:
