If you declared your husband and IRCC already know that he has no legal status in US and has been deported and re-entered illegally and stayed for 4 years without status.
So if they still approved your work permit, then I don't see issue with the PR application. You need to be truthful and not hide any of his illegal stays or deportation. Otherwise, the PR application would be misrepresenting your actual situation and you may face 5 years ban on top of refusal.
Does he has a valid passport for his portion of the PR application (as spouse)?
You weren't clear that he is now legally working in the US. It should be fine. Just make sure that you don't hide anything and include a letter of explanation if you think just filling in the form doesn't give IRCC a clear picture of what's going on.
e.g. the deportation and visa expiration/refusal (not sure which one happened) and eventually he obtain valid work permit and returned to work in US.
