Dependents of my mother in Parents sponsorship application

I am submitting the parent sponsorship application for my mother (widowed). It is asking for her dependent, should i add all of my siblings as dependent or their info just in form "
IMM 5406 - Additional Family Information" ?

The online application is a bit confusing because under the dependent heading, it also says
"You must provide details about each of your family members, whether they will come with you to Canada or not. You must include your spouse or common-law partner, if applicable, and all of your dependent children, and those of your spouse or common-law partner, who are not already permanent residents or citizens of Canada."

I am hell lot of confused right now as she does not have any dependent who will accompany her or even eligible.

Dependants are children under 22.

Then they are not dependents and should not be on that form.

But there is this weird situation, where if i dont add my mom siblings in the Profile dependent section, it doesnt allow me to add them into the Family information form.
and if i add them, it fills them for all forms and i need to provide their info on places where they are not even applicable.
