Dependent Visa on basis of Student Visa

Greetings for the day!

My husband will be coming in September to study MBA at Ottawa on a student visa. My queries are as under :
1. Can I get Work Permit from India or I have to first search a job and then have to apply for Work Permit
2. What is the duration of getting Work Permit and process to be fulfilled i.e. General Ielts
3. What all documents are required to work in Canada i.e. Offer letters from past companies
