Dependent landing before the main applicant

Hi all.
For economic class immigration main applicant must land before his dependents.
my questions are:

1-Is this rule checked at the Canadian border or before landing in Canada this condition is checked by a local officer?
2-if someone lands before his main what does happen?

1. At the border during landing procedures.
2. They won't be allowed to land and become a PR.

I have an AL and valid COPR but I'm not the main applicant.so if I land in Canada they reject me and I must come back from Canada. Is it true?

I would assume you won't be able to enter Canada if you don't have a TRV or eTA that will allow you to enter as a temporary resident, since you can't activate your PR.
