I have just attained my Canadian PR in May 2019 under spousal sponsorship and have been working in BC for one year now. My spouse is now planning to sponsor his 10yr old son to come over too but he has no income at all. Am I eligible to be a co-signer? Please advise!
Income requirement
In most cases, there isn’t an income requirement to sponsor your spouse or partner or dependent child. You only need to show that you have enough money to meet the income requirements if:
you’re sponsoring a dependent child that has 1 or more dependent children of their own, or
you’re sponsoring a spouse or partner that has a dependent child, and their dependent child has 1 or more children of their own.

Sponsor is Canadian, has no income, wants to sponsor his 11-yr old son to Canada, wants me a new immigrant to co-sign his sponsor application for his son. Do I need to co-sign since income proof is not required for Canadian citizen?

There is no minimum income requirement. However, the sponsor has to show how they will support their family in Canada without welfare. If he has no money and no job and is supported by you, then you will need to include your financial information and a letter that you will support them. You don't need to be a co-signer to do that.
