Hi. I have a question. I have a daughter that will not be coming to Canada with me. However, in the application it is asking for her IDs. She does not have a passport (and we will not be getting one). She is under the legal age in Mexico to have an ID. What can we put as her National ID/Documents? Would her birth certificate work? Any help would be great!!!

Yes her birth certificate will be considered ID for her if she doesn't have a passport.
FYI, just in case you aren't aware, she'll also have to have a medical done.
