I tried to apply twice to a Canadian ETA. They denied it, arguing that I don't have either a canadian Visa or a USA Non-immigrant Visa. But I DO have this USA Visa (a B1/B2 type). Maybe the problem is that this visa is in a expired Passport.
But I could even enter in USA in 2016 with this Visa. The passport expired and I have a new one, but my USA Visa is valid until 2024.

You don't qualify for an ETA. You need to apply for a TRV (visitor visa). You would only qualify for an ETA if you held a US green card. A B1/B2 is not a green card.
