DENIED APPLICATION FOR PR (HUMANITARIAN AND COMPASSIONATE CASE)

Hello everyone! I have a friend who has just received the decision of his PR application. It was under humanitarian and compassionate case, it was denied. They didnt clarify the reason why he is declined. He is holding an open permit until September 2014.

What are other possiblities for him to have PR status in Canada? The company where he is working is willing to give him an LMO but the fear is, he will complete his 4 yrs stay this april 2015, knowing that he can no long get a working permit longer than april 2015.

I suppose the first questions would be 1) How was he applying for PR (which class)? and 2) Why does he have an OWP in the first place?

His history and timeline is important to be able to make any suggestions.
Also, the reason that H&C was being attempted might also be important.
