Delay in getting ITAs after draw

I have noticed/heard from people who are not getting ITAs immediately after the draw happens and they are above cutoff. I have heard people waiting for a month or so after draw that have still not gotten their ITAs which is really odd. People have been waiting atleast for a day or two before getting ITAs. I thought this process was automatic, e.g. I got mine the day of the draw itself, in 2017 as an automated message. What could be the reason for this delay? Asking for a friend.

Takes up to 24hrs, if it takes longer then raise a technical issue.

There is nothing like that. ITA comes in 24 hours.

Yeah I received mine quickly as well but that was last year. This year some of my friends have waited as long as two weeks for ITA so I thought if there was any policy change or any automated messaging system issues.
