Deferral refused

Please what can I do , my daughter was refused deferral at university due to the fact that she attended post secondary school in Nigeria for a session . The former admission letter given to her give her opportunity to deferred. She was unable to used the letter because she was denied study visa twice but now, She what given a timeframe by CIC to submit her offered letter , which remains just few days.
I don't want her to loose the opportunity given now. What type of letter can I write to VO to convince why we are unable to meet up with the timeframe . She had already applied to another university but admission letter cannot meet the date
