Defer after PPR and entering canada. HELP

Hey guys i need your advice regarding this situation.
My medical passed few days back and eligibility started same day.
My online classes started on the 18th January but due to some personal problems i studied only first week. And skipped the other weeks.
I’m thinking to defer but then i’m scared i do so and ircc delay my visa process even more knowning that i really need to enter canada to stay with family.

can i defer once i’m there if i receive visa in the upcoming days ?

It's too late to defer now imo. Check with your university or college regarding deferral deadlines. You have to speak with your admissions officer to discuss some options. My college started on the 18th as well and the deadline to defer was a week after.

every college/university is different no ? For my college i will lose 1000 cad if i defer.

If you defer, then on what basis would you be entering Canada? If you have dropped out of school, there is no need for you to be coming to Canada.
