Hi All. I have a Permanent Residence process going on, where my daughter was included as a non-accompanying dependent, as my ex-wife doesn't allow her to emigrate with me.
Today, I received a message from IRCC requesting an IMM5604 form (Declaration from non-accompanying parent for minors immigrating to Canada). My ex-wife doesn't want our daughter to immigrate, and will never sign this form. I'm kind of desperate, as they gave me only 7 days to answer.

Best to get an immigration lawyer to write up a letter declaring that ex-spouse is not willing to move forward. Provide documentation (emails, letters) that prove this. Your daughter can never be sponsored.
