"Decision made" but we don't know what it is.

We've been checking our status online and today I saw that with regards to my husband's application to sponsor it now says "decision made".

It says a letter was sent to us on May 20th. Because our mail system is so unreliable my husband included his email address in the application but so far has received no email.

Does it always say that a letter has been sent even when an email address has been given?

Also, the application was received March 24th, processing was started April 24th and decision made May 20th - not even a month. We're wondering whether to see that as a good or bad thing, given that a decision was made a week ago and we have no idea what it is.

Under sponsor or applicant status?
If under sponsor, most likely it means an approval and file transfer to visa office abroad.
If under applicant, since cic didn't ask for any additional documents/proofs, most likely it's an approval since they don't refuse before contacting you asking for evidences.
Also consider a 5-10 days delay to receive any letter. If you provided an email address, be sure do check your spam folder.
