Decision Made Before Medical

I have just checked my application status and found DECISION MADE, Here is the stats:

- We started processing your application on January 15, 2003.
- A decision has been made on your application. The office will contact you concerning this decision.

So what its mean,

- Is case rejected ?
- When should i expect to receive any letter from them ?

DM always before medical refusal Sorry dear after ten year of painful waiting got Refused i am really sorry for your case.

This is a terrible decision. Waiting so long only to get refused so you are ineligible to get the refund for the intial processing fees
