Death of Spouse on Work Permit In Canada

My friend was on work permit with the help of LMIA from a canadian employer. But before he could file PR for himself and his wife and kid he had a heart attack. So right now they are here in Canada on same status ( which is no status right now ). They do not have anyone in India anymore since he was their only support. So my question is can the wife of the deceased apply for PR or Work Pemir under compassion grounds?

There is no compassionate grounds work permit.

You didn't provid enough information for this case.

how long have they been in Canada. Were they under valid visitor status? (They can't come in without visa or eTA so they must had some status before)
Did they fail to renew their stay?

If they don't have anyone in India, do they have someone in Canada? It's a hard H&C case if they have only been in Canada for a short time and support in India is the same as in Canada.
