Date of birth

I have different date of birth in education documents (10-Dec-1983) and identity documents (10-Dec-1982). Correct year is 1982. Procedure for changing education documents is very lengthy and cumbersome. I cant check identity documents i.e. birth certificate and national ID card as my younger sister has already applied for canada and case of 1983 only three months difference will remain b/w date of birth of our both. Can I submit notarize affidavit? Any other suggestion.
