My question is regarding the draws.
If in next draw say, the cut-off of Alberta PNP draw is 390 points, then does this mean that all those candidates whose points were 390 or above will be picked up and receive NOI ?

No - it doesn't. Alberta applies other criteria behind the scenes including things like your NOC, whether you have a job offer / are working in Alberta, etc.
Does having a job offer / LMIA and a relative in Canada (citizen) increases the chances?
If i am consistently meeting the cut-off and also have both the above, then what are my chances?

If your relative lives in Alberta and you have LMIA then yes. No one can tell you your chances as it depends on if they select your NOC. Alberta doesn’t post which NOCs are selected. If you have a LMIA then apply now for a closed work permit and come to Canada and work and get Canadian work experience.
Ok so there is an element of uncertainty even if i exceed cut-off.
But once an applicant receives NOI, does this uncertainty persists?
I mean if after receiving NOI, if i make formal application to alberta for nomination, where they assign 600 points - is there any element of uncertainty at this stage as well or is it all procedural after receiving NOI.

The points for draw is just an indication, it further depends upon your NOC and types on NOC invited during a particular invite.
Here are some scenarios:
They might invite one NOC for all the rounds throughout the year and might invite another for only once or twice a year.
Further the score for example: 390 is lowest for a particular NOC, your NOC might be in 450 or even 500 range in that round depending upon how many people they invited on that particular NOC.
Sometimes they filter a NOC, where they only select people working in Alberta in that particular NOC and you might not get invite even if your scores were higher
Having ties to Alberta and job offer boost your chances but never guarantee an invite.
I waited almost 18 months to get a NOI being Outland applicant and having ties to Alberta, my friend whose outland as well with different NOC never got invite in 3 years and had ties to Alberta as well . In the end it's mostly luck, which NOC and criteria they use in a particular round. Alberta never mention what criteria or NOC they use, so no one really knows what are chances or possibility.

Yes there is uncertainty as explained well by @ilikesnow. Once you receive NOI and apply for PR then you should be okay. Everyone thinks Alberta is the easiest province because they read low CRS scores & assume to be nominated.

There is uncertainty until your application is 100% processed and PR is approved. NOI doesn't guarantee PR and there are a variety of reasons why your application may not be successful.
I guess if they give NOI, it means that they saw something useful.
So, I guess only thing we can do at our end, is to be positive and keep our fingers crossed and help and guide others who are in a similar boat.
