My spouse will be landing soon. Can anyone tell me if the E311 form (Customs Declaration form that is normally given to passengers on plane en route to Toronto) has to be filled out?

Yes, everyone landing in Canada gets one on the flight and this is where they stamp how many pieces of luggage you are bringing in and you will return this form when you exit the baggage counter.
It is a simple form. Will be given on the flight, no need to print.
Yes it does and FPrince is correct, use the one given on the plane. It's used to declare goods purchased abroad being brought into Canada (gifts or non exempt items ie alcohol and tobac over your limits, and anything that hasnt been in your possesion for at least 6 minths before landing)
My wife is arriving soon as a new immigrant and I am not sure how is she supposed to answer some of the questions on the declaration card.
1) Is she a visitor or a resident?
If she is a visitor, then what does she enter in the 'duration of stay in Canada' field? By definition, she is coming to Canada for good.
If she is a resident, then what does she enter in the 'Date left Canada' field? She has neer been to Canada. Leave the field blank?
Thanks for any suggestions. It is supposed to be a simple form, but I am having problems figuring it out.
