In that case (while filling electronically) put the date when you sign the application. Generally people have cover letter to give a brief picture of the contents o the package and also to indicate something special which cannot be done electronically...so in your cover letter you can just mention that your country of residence is current till date.
In previous forms also u never had an option to type Till date.
On what date you filling the form put that date. It is not at all a problem. Just see that signing date should not be too far. It is ok if it 1-2 months.

and its not appropriate to write Till Date.....because Till Date means which Date? Date when application filled or Date when Application signed? and do u want the Visa Officer to turn to the sign page and check and note it down and then count the years?
better write the month and year as asked , they calculate the points based on that.
Preferably put a FUTURE date as and when you sign the application.
