hello. i applied for immigration quebec certificate too in jannuary. they already did financial transaction in my account. i talk to a costumer representative this morning on the phone she said that the dead line to open the file is 30 days by the time they receive your application and fees. then the processing time is 4 to 6 weeks after they open your file. so we just have to wait 2 or 3 month to get an interview or to get a csq directly. i think here in america it goes faster and if you have enought points you will get the csq without interview. so good luck friend. by the way wchich state are you in? be bless

I applied in Aug 2009, received a file number in Sep 2009. Then I received a request for additional document in Feb 2010 which I sent within 10 days. Couple of days back I called the Montreal office, one lady picked up and said that it is going to take several months before they start processing again. It was a complete shock to me. Besides she was not trying to be helpful at all. I guess it is the same story in all goverment offices, whether in US, Canada or any third world country. Totally callous and unprofessional attitude. What a disappointment.
What documents did they request in addition? Did the lady determine or estimate how many months when she said that it would take several months for processing again ?

Montreal office requested my spouse's CSQ application form and educational certificates. The lady who picked up the phone started speaking in French, however I asked my questions in English. She did not give me any solid estimate other than saying that it takes "months" to process the file second time.
I believe it is like FBI Clearance certificate applications. They might be receiving several hundren applications/envelops every day and would open the envelops only after several weeks due to the volume of the application/security procedures.
IT SUCKS.
