CSQ interview transfer file from north america to maghreb ?

Hello .
Does any one have any idea how does it work when you transfer file from north america to maghreb ?
i did submit my application on september 2010 i got letter from quebec immigration to attend an interview in new york on october 2011 but i couldn't go to the interview cause i didn't get the us visa to go to new york appointment . now my file is been transfers to maghreb since january 30 2012 . how does the processing time work in my situation ? do i have to count from january 30 2012 or from the original date of my application on september 2010 ?

i m on the same situation , and i will apply for US visa this month , i want just to ask why they refuse to give you the visa and you have a letter from citizinship and immigration? and it s you who asked them to transfert your fiel to biq maghreb? i m a temporary worker in alberta for more information
