You dont apply for EOI.
EOI is issued by Provinces generally by Ontario to applicants whose CRS is 400 and above ( if they find your NOC/profile suitable )
Take IELTS again and ask your wife to take the same. Try scoring at least 8,7,7,7 in l,r,w,s. If your wife is younger and has work experience, see what scores you get if she is the primary applicant. Try all combinations. It might work out.

Go for PNP. If your NOC is in IT, you dont need 400 for OINP. But OINP is very competitive and will open and close in a very short time frame. You need to monitor it all the time while keeping on creating and deleting for EE profile.
For OINP nomination it probably take 2-3 months, then EE will be the same as others. The problem is not about time, but when will it open and when will it close after opening.
I'm also at 410. I think PNP is our best option. Ontario was targeting ICT workers for NOI, until it paused the HCP stream on July 25, the day I was ready to submit! Ontario was also issuing NOIs to ICT workers with scores under 400, but for only one week at the end of July. Once they reopen and resume issuing NOIs, you should have a good chance of getting NOI as an ICT worker with score of at least 400 if you delete and recreate your profile right after they reopen.
Once you submit your OINP application, it takes a month or 2 to receive nomination. Then you will get an ITA in the next draw.
I have seen people saying above that it is not possible to get an EE PR with score below 400 but if you see the pool distribution for Aug 17 itself, there were people who got a PR for scores as low as 300.
Can someone explain how that is possible and the reason behind it ??
