I am here on implied status, Visa ran out 2013 but my drivers license is valid until 2019
a. Is it true or just a rumour that if I cross provincial borders for example BC to Alberta, stay a day and come back to BC, that I legaly can use my drivers license for 90 days again or do I have to cross national borders?
b. Would I need a form of proof (receipt from a gas station, flight ticket and so on) to show to the police in case they ask?
if your driver's license is still valid in that province, you haven't forfeited it to become licensed somehwere else, or it hasn't been suspended, then I don't think it becomes inactive. I think the only way to "reactivate" a license is if you traded your license to a different province or country, you returned and applied for a new one. in my opinion, as long as it hasn't expired, you are free to drive with that license. i've never heard of having to cross borders to "reactivate" a driver's license. sounds pretty silly to me. even visitors can apply for driver's license in canada, your actual status doesn't matter.
