from 26.6 my noc is not on the list any more..
i was soo crazy... and find this:


You can apply for a work permit as you enter Canada, but only if you meet the following requirements:

you hold a labour market opinion from HRSDC.

1.Is that mean that if get my tourist visa and come to canada i can legale ask for a work permit?.
2.How long i usually work permit??
3.after my work permit expire can i ask for temporary or permanent residence( and do i have to leave a canada for that)

1. You can ask, but they won't give you one since you would require a job offer from an employer that is HRSDC exempt from obtain an LMO.
2. Usually for how long the employer requests and is approved by HRSDC.
3. Depends, if you get a work permit (unlikely without the job offer) if the job is in NOC AB or O you would qualify for CEC after 2 years employment.
