I couldn't submit PC from Dubai as my PR is in the final stages. What happens next and what are the options available to overcome this issue

Have you written affidavit to IRCC? Or proof that you have tried to obtain. I also have similar situation but different country it has caused delay on my app.

Yes, I have mentioned that in my email and also attached the email correspondence with UAE. IRCC replied me back that they have extended the due date for the file until October 8th 2022 to allow you to receive the UAE PC. Not sure what could be the next steps

If they give you extension they still require that pc. Is there any reason why you can not obtain?

Yes, I have some credit card outstanding which I can't pay immediately. I already explained this to IRCC in my communication. Getting PC is not possible immediately
