Am I able to create an EE profile and save it while it is in progress?

Also, when I create a profile on the job bank, can that be done independent of the EE profile?

Asking since I am waiting for my spouse's ECA, however, have almost all other details.

Yes you can save.
You can create job bank independently.
You need job bank after submitting your profile to make it eligible
