In May 2011, I applied for Grant of Citizenship for Minors Under Para 5 (2) for my two children both born in October, 2007 and holding "Permanent Resident" status since February 2011. In July, 2012, I received a letter from the Citizenship Case Processing Centre that the initial review of the file has been completed and that it has been referred to the Program Support Unit for a final review, which entails additional delay.
My questions are:
1) What is the Program Support Unit is and what are the nature of cases referred to them?
2) What could the reasons be for a straight-forward case like this where the applicants are Permanent Residents/minors and children of a Canadian citizen to be referred to this Unit?
3) Any experiences about the time it takes the Program Support Unit to take decisions?

Yes, they were sponsored by me. They are not in Canada currently but this should have no effect as they do not have to satisfy any residency requirements being minors and accompanying a Canadian citizen.

You are absoultely right, there is no residency requirement under 5(2). It is quite straightforward if the children have PR statuses and you are a citizen. Other than that the kids dont have to go through citizenship test and the oath (if they are under 14).

Thank you for your note. Both my children are under 8 and I haven't heard anything from CPC yet. It has been more than 18 months now and I have no idea why a staright-forward application like mine would take this long without a decision.

Basically, Program Support Unit is an uncomfortable place to go, eventhough every comer has no ideas about it. Have you got any decision made in there so far? GOOD LUCK!
