Some countries require a letter from CIC to issue the security checks. Might be one reason. But the UK is not one of them - most people going through the London Office have sent the UK Police record with their application.
It does slow down the application if the Police Checks are not there, but sometimes it's not the applicant's fault - the authorities won't issue one until CIC gives a letter requesting it for immigration purposes.
Sweden
I wish we could have included the police clearance with our application but, applicants from Mexico are unable to get it until their file gets to Mexico City and it is requested by the embassy. They need to provide the request letter in order to get the clearance.
For the following countries, police certificates should not be obtained before applying for immigration. You may receive special instructions at a later date about police certificates for these countries.
And then lists all those countries above.
I do know for the Costa Rican one you are supposed to be there in person to get it, which is not a possability for us at the moment. But at the same time it's too bad if it will slow down the Application process......

For the Singapore office we aren't able to provide it before submitting the application as they require a letter from CIC to request it. On the plus side we just got the email this morning with the request letter to send them.
