Dear friends,
My experience fall in NOC 4131 College and Other Vocational Instructors under the 38 lists for 3 years
and NOC 0611 Sales, Marketing and Advertising Managers which is not under the 38 lists for 1 year.
Can I count only for 3 years at 19 points or count together total 4 years at 21 points?
Please advise.

I believe you can count all four years of experience. The idea behind the vocational college experience is that you are using that for the 1 year min requirement per the new ministerial announcement. However the work experience is still valid from all the other categories (0 or A/B) for the cumulative years of experience.
