Yes. What I understand now is, all pre-issued visas are now invalid. If your DLI is end up being on the list of approved DLIs, your visa status will be re-instated. IRCC is going to control students this way until border restrictions are in place.

IRCC did not send me any letter mentioning that my counterfoil was invalid, I just happened to notice it in mycic account.

Yes. IRCC will inform students whose DLI are on the list that they can apply for authorization to travel once the list is out. The list will continuously change based on approval / refusal of DLIs. Check this paragraph from Humber:
We are aware that study permit processing is being prioritized for students who have applied to institutions on the DLI list. Further, students who had been approved for a study permit prior to March 18 will no longer be authorized to enter Canada as of October 20 if their DLI is not on the list. IRCC has begun communicating this to affected students.

That means that starting end of next week or week after, IRCC will start to send out notifications to students.
Just wait for the DLI list to be available. If your DLI is on the list, then wait for at least couple weeks before you send an inquiry to IRCC for authorization.
