Hello there,
I'm an Egyptian citizen and have a permanent residence in Canada. My mother is currently visiting the USA and she's planning to stay there for couple months.
I'm wondering if she could apply for a super visa during her stay in the US and ask for an interview there.

I'm a Filipino with a US 10 yrs. multiple visa in the US now and want to visit my aunt in Canada. Am I qualified to get a tourist visa for Canada here in the US?

You can always apply for a Canadian tourist visa. If you are residing here in the US, then you can apply through any of the US offices (preferably do it online as it is usually faster).
Please keep in mind that having a US visa doesn't mean it will be automatically approved, however can be seen as a good thing from the Visa Officer point of view when reviewing your application.
