Hi, my parter completed inland landing interview in May, and got CoPR but no PR card yet.
He planned to visit US for this weekend, and will take bus.
Can he take bus back to Canada? I know the bus operator could deny his boarding.
Can he just use the valid open work permit to board the bus, and use his CoPR when entering Canada?

If he has landed as a PR, his work permit is void. If he attempts to use it for boarding a bus, it would be by effectively deceiving the bus company.
However, at the border, a passport and COPR will be sufficient.
