Me, my wife and two daughters all four of us got PRs in 2015 Sep. But Me, My wife and 2nd daughter (2 yrs) landed in Canada and got PR cards.
My 1st daughter (6 yrs) could not land in Canada due to health reasons.
Now I want to get PR for my daughter. what shall I do??
Shall I have to reapply for her from India?? Or she can come on visitor visa to Canada and then apply for PR from Canada????
Will they issue visitor visa while the PR application is in process??

As she couldn't land as per COPR, she has to apply again. It was your responsibility to contact visa office for possible extension showing valid reasons. Now you have to start the process right from the scratch, telling them exactly for what reasons she couldn't land. However, before submitting application you may email to your respective VO to get directives as to how you can get PR for your daughter.
You may also try for her TRV but possibility of getting one is remote...still you never know! Even if they refuse it will go in favour of her application.
They will definitely look into her medical test results very carefully because of her past health condition.

You must apply for her PR from the beginning. Here is the application package: http://www.cic.gc.ca/english/information/applications/fc.asp
First off, either you or your wife will need to be residing in Canada to submit the PR app, and must remain residing in Canada for duration of processing. You will send the app to CPC-Mississauga for sponsor review, and they will forward it for processing in New Delhi.
Before or during processing you can certainly try applying for a TRV or TRP for her to come visit Canada. If it's not approved, she will need to remain in India until the PR app is fully approved and she has COPR.
1) Can I apply for her visitor visa while her PR application is in process??
2) Is there any requirement for Income of Sponsorer if I begin from the Scratch of her application?? If So how much??
3) As I am joing my PhD in Canada I may get around 25k per annum?? Is that enough to process her application??
You can apply for a TRV for her before or after sending in her PR application.
You do not need a certain amount of income to sponsor her, as she is your child. In any case $25,000 will be seen as enough, I would guess. The visa officer just wants to be sure you will not go on welfare. Since you must be supporting the child anyway, the visa officer should be fine with this incomeé
