My Fiancee got her PR approval email on August 3rd and replied on August 5th. We sent out documentation on to the case processing office in Ottawa on august 10th. They have not sent us anything yet and I just spoke to a CIC officer on the phone. They said that if my fiancee does not make use of the COPR by the deadline listed in their confirmation email (September 1) we would have to start the entire application process over from scratch.
I'm wondering if there's a way to push back the deadline and who should I contact in order to do so?

Don't freak out. You didn't speak to a "CIC officer". You spoke to a poorly trained call centre employee who knows nothing more than the absolute basics of anything to do with immigration.
If the COPR arrives BEFORE the expiry date of Sept 1st and your partner doesn't land in time, then yes, you would need to start the sponsorship process from the beginning.
If the COPR arrives AFTER Sept 1st and is already expired, she would need to send an urgent CSE to the VO. They would request the return of the COPR and issue a new one with an extended date. This has happened several times.

Visa is valid for a year,starts from the day you took the medical . And before new policy--only do medical when being requested, the applicant must do medical upfront, and the processing time would take a couple months, that's why many applicants got quite a tight landing time.
