On my COPR, under Application Details section, it says issued date: 2020/03/13. I assume this is my COPR issued date???
If that is the issued date, does that mean that I can cross the Canada border now regardless of border lockdown?
(I am living in US currently)

Permanent resident visa holders
The Orders exempt foreign nationals who have been approved for permanent residence and who were eligible to travel to Canada to become landed permanent residents on or before March 18, 2020, the date on which the first interim order came into force.
