Is this person in Canada or outside of Canada? Either way, there is no way around the requirement to personally complete the landing activities. This must be completed or the individual cannot become a PR.
Hard to comment any further without full details. How did she apply for PR? Through which immigration program? Family? Economic class? Has she been asked to attend a landing interview at an IRCC office within Canada?

Applied thru parent/grandparent sponsorship. Was in and out as a visitor
And recently received CoPR, at the same time she was confined due to mild stroke. There is no request for an interview with IRCC. Only needs to exit or go to canada place to get the papers signed.

She definitely needs to either exit Canada and re-enter or book an internal landing appointment at an IRCC office within Canada. She has to complete landing formalities before her COPR expires in order to become a PR. If her COPR expires without completing landing formalities, you would need to restart the process to sponsor her from scratch.
I have never heard of an exception being made to the landing rule. You could always read out to your MP to see if they are able to help. However be prepared for the high possibility there are no exceptions / exemptions available.
