I got married to a Canadian PR. I had applied for visitor visa which got refused on Dec 4, 2019. Now, can we immediately file an application for outland spousal Visa or is there any waiting period for filing another Visa application.

No waiting period, but the chances of approval are not the best. Spouses of Canadian citizens and PRs are often refused visas.

If you mean apply for permanent residence spousal program, yes, go ahead. Having been refused for visitor visa should not affect the pr application.
