I am working for an IT company and my Canada Visa is in process as part of ICT. My company does not process my spouse's visa as an open work permit.
Is there any way to convert it to open work permit after reaching Canada as a dependent?.

No such thing as converting to another permit. Assume she has a TRV and is entering as a visitor. She can apply for an open work permit anytime.
