Conversion of visitor Visa to working visa outside of Canada

My friend he applied for work through one of the consultancy here in india.
So first they asked to apply for Visitor visa for Canada and den they said they'll convert his Visa to working visa withing INDIA. So is that possible to convert canada Visitor visa to working visa from INDIA?

No it's not possible. Your consultancy is lying to you and is likely either stealing your money or submitting false documents to Canada which will get you banned for five years

I was wondering already coz if ever I am at canada and traveling with TRV den its possible to convert into working visa but outside of canada how's it's possible..??
So thats why I needed proper guidance.

But my friend said that they already have offered him work he has signed the job offer letter.

You can never convert a TRV to a work permit. You need to apply separately.

Is this friend paying a lot for the visa? The offer letter doesn't add validity. It may be as fake as everything.

The job offer letter doesn't mean there's an actual job. Anyone can write a job offer letter. We see dozens of fake job offer letters on this forum each week.
