Contract positions on open work permit

Hi

I have a open work permit and am looking for a job as QA (IT). One of the job consultants told me that being on open work permit I cannot apply for contract positions as you need to incorporate a business and get a GST number.
Is it true? What are my options?

I'm currently working as a software developer (contract to permanent position) on open work permit (IEC program). I got this position through staffing agency so I really don't see any problem why you couldn't get a contract position because I was offered several contract positions and no one ever asked me for anything except am I legally entitled to work in Canada.

One more question here though.
Do you need to get incorporated or get a GST number for working on a contract position?
